The ICC-ES Evaluation Committee consists of Code Officials who provide independent consideration and approval of acceptance criteria, with public safety as their main concern. Acceptance Criteria are developed for new and innovative products, primarily for products that are alternative to those directly recognized by the International Building Code and International Residential Code (i.e., by alternative means and methods). The ICC-ES Evaluation Committee meets three times a year to consider new acceptance criteria and revisions to existing criteria. Attendees at committee meetings have the opportunity to speak on acceptance criteria and provide information to committee members. All meetings are open to the public.

Frank Li is a Senior Structural Engineer with the Structural Safety Section of the California Division of the State Architect (DSA) in Los Angeles Regional Office. Bob Waite is the Managing Architect for the University of Virginia Building Official. He joined OUBO as Senior Review Architect in December 2008. He has over 25 years of professional experience in architectural design, project management and code compliance inspections. He has experience in all types of building uses including health care facilities, residential and dining facilities, athletic facilities and classroom and laboratory facilities.

Mr. Session is currently the Assistant Building Official for the City of Dallas, Texas. He has held this position since 2015. This position is responsible for all Construction Codes including Plan Review, Field Inspections, along with Fire Protection and Food Establishments plan review.
David formerly served as the District Manager for one of Dallas’ four Inspection districts.
While district manager, he concurrently served as the Chief Building Code Administrator for the City of Dallas, Texas. He held this latter position since 1999. His responsibilities included overseeing the Commercial Plans Review Section, the Health Plans Review Section, and the Building Field Inspectors. Part of Mr. Session’s responsibility was the training of the plans examiners and field inspectors. In addition, David was responsible for the adoption of Dallas’ Chapter on the Administrative Provisions to the Construction Codes as well as the adoption of the International Building Code, the International Residential Code, the International Existing Building Code, the International Energy Conservation Code, and the International Swimming Pool and Spa Code.
Mr. Session has been with the City of Dallas for 32 years, previously holding the position of Manager of the Commercial Plans Review Section, Commercial Plans Examiner, Zoning Plans Examiner, and Permit Technician.
Prior to his current position, Mr. Session served as Building Official for the City of Lancaster, Texas. The responsibilities there included administration of building, zoning, health department, and animal control issues.
